A risk to public safety constitutes an emergency requiring instant attention. A license to work permit is not needed. However, it requires emergency signs to be kept on site and the submittal of a T4 application as soon as possible.

A T4 form is generated as follows:

Select the road followed by the precise emergency location.

Enter emergency details noting that start date can be prior to submittal date of T4 application.

Select the Submit button to enter the application.

The applicant is issued with a unique T4 reference code SDCC-T2/2006-APR/23.

Once the emergency is dealt with the T4 is generally followed by a T2 application to allow additional remedial works.
